Arguments
- name
Pack name.
- root
Project root.
- sync
Whether to run additive sync after editing TOML.
- remove_functions
Whether to remove unchanged function files provided
only by the removed pack.
- verbose
Whether to print routine summaries.
Value
Updated declared pack names, invisibly.
